This document outlines “empowerment evaluation,” a tool developed by Dr. David Fetterman of Stanford University to evaluate educational and communal programs. Steps include 1) reviewing the mission of the program, 2) brainstorming critical activites, 3) ranking critical activities, 4) rating critical activities, 5) discussing the ratings, and 6) coming up with solutions. The document also provides tips on how to effectively facilitate this exercise and a text study that may be used to set the stage for the evaluation exercise.
