In this article, Michael Fullan, dean of the Ontario Institute for Studies in Education, University of Toronto, argues that local school development and quality of surrounding infrastructure are both critical for long-lasting educational reform. To support this, he outlines three stories that, when taken together, provide a powerful framework for accomplishing large-scale reform. The stories are: (1) the “inside story”: internal changes schools can make; (2) the “inside-outside story”: what schools can do in relation to outside forces impinging on them; and (3) the “outside-in” story: how external agencies organize themselves to be effective in accomplishing reform at the school level. Those involved in reform can take advantage of the growing knowledge base embedded in this framework to combat overloading and fragmentation of large-scale reform.
